Romania is undergoing the most significant transformation of its road toll system in history during 2026. For carriers, this means managing two different settlement models within a single calendar year. Below is a complete breakdown of the rates for both phases and the costs for special infrastructure.
Phase 1: The Vignette System (Effective until June 30, 2026)
For the first half of the year, vehicles over 3.5 tonnes continue to use the electronic vignette (Rovinieta), which allows travel across the entire national road and motorway network.

Important Note: The 1-day vignette for trucks expires at midnight on the day of purchase. If you enter Romania at 10:00 PM, your vignette is only valid for 2 hours.
Phase 2: The TollRo System (Effective from July 1, 2026)
Starting July 1, 2026, Romania will replace vignettes for vehicles over 3.5 t with a distance-based toll. Rates vary depending on the road type, vehicle weight, and Euro emission standard.

Enforcement and Fines: Do Not Risk It
Romania uses a dense network of ANPR cameras for automatic verification. With the introduction of TollRo, penalties for non-payment or incorrect route declarations have increased significantly:
- Maximum Fine for sets >12 t: can reach up to 28,500 RON (approx. €5,700).
- Ticketing System: For vehicles without an OBU, “route tickets” will be mandatory from July 2026. Any deviation from the declared route is treated as driving without a permit.
